Yes, until The Last Jedi, every single Force-sensitive character that had ever been in Star Wars had Force-sensitive parents, and was descended from a famous Force-sensitive family, such as: Yoda, Obi-Wan, Qui-Gon, Count Dooku, Mace Windu, Palpatine, Snoke, Darth Maul, Yaddle, Plo Koon, Ki-Adi-Mundi, Saesee Tiin, Darth Plagueis, Anakin Skywalker and all the younglings.

In fact, when Qui-Gon found Anakin on Tatooine in Phantom Menace he actually didn’t check his Midi-chlorian count – as most people think – no, he checked his family tree.

Thankfully, Rian Johnson changed all that.
